Former Digby Hospital, a Grade II listed building and the surrounding grounds was acquired by Shearwater in 1985. Planning permission was originally achieved for a 300,000 sqft Regional Shopping Centre in the Hospital itself. In 1989 the site was subsequently acquired by Tesco Developments and in 1991, in partnership with Exeter District Council, a revised Masterplan was adopted for the refurbishment of the listed building into new homes and the development of Digby Village on the surrounding 30 acres.

The Village was subsequently developed by Costain Homes as part of a larger housing consortium. A Tesco superstore and new bridge link over the M5 service road was also developed on adjacent farmland and in 2005, an out-of-centre retail park was completed on the remainder of the site.
